Position: Outreach Specialist
Hourly Rate: $22.00/hour with statutory benefits (listed below)
Hours: 10 to 25 hours per week; Applicants must be able to work a flexible schedule, including evenings, nights, and weekends
Employment Period: Hiring on a rolling basis until November, 2026
FLSA status: Non-exempt; time-limited staff
Location: Fresno or Sacramento office
Reports to: Fresno or Sacramento Community Organizer

POSITION SUMMARY:
Hmong Innovating Politics (HIP) is a grassroots organization whose mission is to advance social justice and build power with Hmong youth and families through leadership development and multi-generational community organizing. HIP’s offices are based in Fresno and Sacramento, California.
The Outreach Specialist plays a civically engaged key role in connecting with voters across California through phone banking, door-to-door canvassing, and outreach activities to turn out to vote for the June 2 Primary Election and the November 4 General Election. This position will also conduct ongoing outreach to Hmong and other People of Color voters through meaningful conversations about important community issues and public policies.
Why civic engagement and voting? Civic engagement and voting are important ways for everyone to participate in their community and have a say in choosing leaders and making decisions that affect their community. It's one way for people to unite and work towards making their community a better place. However, sometimes, there are systemic barriers and voter suppression in place that make it difficult for our community to vote. Examples include language barriers, reduced early voting, poorly trained poll workers, polling place closures, reduced voting hours, etc. This is where HIP comes in. We want to ensure our community understands that their voice and vote matters, they know how and where to vote, and what is on their ballot. We know that voting can be a powerful tool to bring about positive change on the issues our community cares about the most.
EXPECTATION & RESPONSIBILITY
Attend and complete Mandatory Orientation and Training dates
Must be able to work anticipated Weekly shifts as follows:
Sundays: 10 AM to 3 PM
Mondays, Tuesdays, Wednesdays, and/or Thursdays: 3 PM to 8 PM
Note: Schedules are subject to change to meet the organization's goal. Applicants must be able to work evenings, nights, and weekends. The position is a hybrid role with the option to work remotely or in person in Fresno or Sacramento, as needed.
Attend and partake in team-building activities and celebrations at the end of the program.
Help HIP increase the civic participation of Hmong and People of Color (POC) communities. Additionally, provide in-language assistance & education to voters and their families as needed.
Arrive to shifts on time and remain responsible by maintaining constant communication with the supervisor’s responses, and notifying schedule conflicts as soon as possible.
QUALIFICATIONS
Commitment to the mission and vision of HIP and social justice. Commitment to expanding HIP’s base.
Computer proficient and knowledgeable in navigating and using the internet.
Must have the willingness and ability to travel and get to work on time.
Strong communication skills, motivation, and adaptability, including the ability to work under pressure and with deadlines. Able to give and receive constructive feedback.
Ability to work independently with minimal supervision.
(Preferred and a plus) Fluent in English, bilingual/biliterate in Hmong or another language.
BENEFITS
Statutory benefits such as paid sick and family leave. Also, workers’ compensation, if they arise. This position accrues sick time at a rate of 1 hour for every 30 hours worked.
Work travel mileage reimbursement at the current federal mileage rate.
A stipend of up to $25 per month to cover phone and/or internet usage.
