Job Announcement: Fresno Outreach Specialist Phonebanker

Organization: Hmong Innovating Politics (HIP) is a grassroots organization whose mission is to advance social justice and build power with Hmong youth and families through leadership development and multi-generational community organizing. HIP’s offices are based in Fresno and Sacramento, California.

Position: Outreach Specialist Phonebanker

Hourly Rate: $22.00 per hour part-time (Paychecks are issued twice a month, on the 8th and the 23rd of each month.)

Hours: Applicants will work 6 to 10 hours every month, primarily on weekends.

FLSA status: Non-exempt; time-limited staff

Employment Period: August 15, 2025 to December 15, 2025

Location: Fresno

Reports to: Fresno Team Leads

POSITION SUMMARY:

The Outreach Specialist Phonebanker is responsible for calling voters throughout the San Joaquin Valley and Sacramento to gather feedback on community and social issues. This is in collaboration with Mobilize, Organize, Voter, and Empower the Valley (MOVE the Valley). MOVE the Valley is a non-partisan regional integrated civic engagement coalition focused on amplifying the electoral voices of the community and building civic engagement infrastructures. MOVE the Valley is a multi-racial and multigenerational coalition focusing on integrated voter engagement, voter education, and get-out-the-vote (GOTV) efforts within historically marginalized and excluded communities.


PARTICIPATION EXPECTATIONS

  1. Phonebanker must be able to commit to the program for the whole duration.

  2. Attend in-person paid orientation and training dates: Aug 25, 2025, from 3PM to 8PM

  3. The phonebanking program will run for four weeks, starting August 25 and ending September 22, 2025. Must be able to participate from Saturday to Wednesday. Thursday and Friday are off days.

    1. Sat & Sun: 10AM to 3PM

    2. Mon, Tues, and Wed: 3PM to 8PM

  4. Attend and partake in team-building activities and celebrations at the end of the program.

  5. Help HIP increase the civic participation of Hmong, Southeast Asian American (SEAA), and People of Color (POC) communities. In addition, provide in-language assistance for voters and their families as needed.


QUALIFICATIONS

  1. Commitment to the mission and vision of HIP and social justice. Commitment to expanding HIP’s base.

  2. Computer proficient and knowledgeable in navigating and using the internet.

  3. Must have the willingness and ability to travel and get to work on time.

  4. Strong communication skills, motivation, and adaptability, including the ability to work under pressure and with deadlines. Able to give and receive constructive feedback.

  5. Ability to work independently with minimal supervision.

  6. (A plus) Fluent in English, bilingual/biliterate in Hmong or a Southeast Asian language.


BENEFITS

  • Statutory benefits such as paid sick leave and workers’ compensation if it arises. This position will accrue sick time at a rate of 1 hour per 30 hours worked.

  • Work travel mileage reimbursement at the federal rate of $0.70 per mile.

  • A stipend of up to $12.50 per month to cover phone and/or internet usage.

  • Paid lunch meals are provided when working more than 6 hours.

  • Personal curated care package made by staff.


Physical Requirements

Phonebankers must be prepared to work in all types of weather. They should be able to perform light physical activities, including walking and sitting, and must be able to carry items weighing up to 10 pounds.
